I believe that Arsenal have Right Of First Offer which merely obliges the owner to undergo exclusive good faith negotiations with the rights holder before negotiating with other parties. I.e Fabregas would have to negotiate with Arsenal first. If they can't match what he wants then he is free to talk to any other club. Is this correct?
